[755-1] Startup for IC Station

Here is a shortcut for loading the scmos process file
and the corresponding design rules:

1. Create a directory called "startup" in your "mgc"
directory.

2. Copy the following file in your startup directory:

cp  /s/mentor-c.1-2/sun4x_55/mgc_hep/custom_startup/icgraph.startup ~/mgc/startup

After you do the above, you will not have to load the process
and design rule files everytime you create a new layout cell
with IC Station.

I will update Tutorial-0 for the above shortcut.
